The red tape surrounding the AIDS drugs

I was watching a documentary about the spread of HIV in southeastern Wisconsin. They interviewed this man and something he said made me think.
He said that as long as he was unemployed and on assistance his medicare would cover the costs of his AIDS treatments! He went on to say that physically he feels fine and feels as though his is capable of working but if he gets a job and makes x amount of dollars he will lose his benefits (including his medicaid) which would make him unable to get his treatments.

My question is this

Do you think the government has is set up that way because of the ignorance surrounding HIV contraction (how it's spread) ?
