I'm wondering what kind of paperwork would allow a person to declare a human head. I don't believe she should get the maximum sentence unless she has a criminal history that would warrant it. I have visited Haiti a couple of times and Voodoo worship is a seriuos thing there. It's very much a part of their culture.

When one is in their own country one has the right to do what is allowed by that country, but when you are travelling to a foreign land where the culture and law of that land is different, one has to be aware of this and take such laws into consideration before embarking on a trip. One would have to be mad to think that they can do whatever or take whatever they wish into a land that has different laws and a different culture.
