So of course they are going to be happy/expressive when the child walks across the stage.
On the other hand, you have another family happy for the same reasons as the other family, only they never got to hear their child's name called because others were too loud during their celebratory efforts. They can never get that moment back again in life.
Yes, I can see where this is a problem for both sides. Sad.

Okay, now, ya'll know from my picture that I play electric guitar, right? Have you ever been to a rock concert? If you have, you know that the crowds at rock concerts are WAY louder than any graduation ceremony. But, the band can still be heard because the concert promoter makes sure he has a loud enough PA and a sound man who knows how to work it.
Here is the real problem. In this world, there are some people who are loud and boisterous and some people who are quiet and reserved. The loud people don't care what the quiet people do, cause loud people are too busy having a good time.
But, the quiet people are, inwardly, intimidated by loud people. The quiet people do not have the cajones to personally confront the loud people. But, what they will do is go crying to the principal to get HIM to beat up on the loud people for them.
Since the moment was so important to them, the quiet people, instead of whining, should have just pooled together their money and rented a loud PA for a day. I bet their local Guitar Center or Sam Ash store might even donate the equipment and a sound guy for free.
