There was a similar incident here in North Carolina in 2002 at the State DMV. Someone hung a noose over a black employee's desk during Black History Week. Several black employees brought suit, that was resolved in 2005, finding that it was a hostile work environment, but no money was awarded.

This type of stuff still keeps happening. I wonder if there will ever be a stopping point.
