Debating should be required from elementary to seconday schools, post-secondary, etc. Whether it be Informative, Comparative debates, etc. debating is a powerful communication tool because individuals learn how to research a given topic, learn the art of discipline and effective communication is valuable in all aspects of their lives.

In a lot of the white schools it starts in middle school and goes on.
