It's possible the father purchased that suit. It's also possible that the child's father isn't in his life. It's possible that the father is deceased. It's also possible that the female's parents are living in another area, not involved in their daughter's or grandchild's life or even deceased.
It isn't necessary for social services to become involved in this situation considering the fact that social workers are understaffed and overworked as it is. From what I understand, their case loads are staggering.
