In Photoshop.
1. open your image
2. Go to File, Save As..., to save your file as a copy, so you don't alter the original.
3. From the menu, select Image, Image size.
3. Image Size window: enable Constraint (to preserve aspect ratio). Make sure unit of measurment is set to pixels. adjust the pixel size to what it needs to be for an avatar. If your pixel size is already correct, move on.
4. Go to File, Save As. Specify .jpg or gif. Adjust the quality slider, doing so will alter the filesize at the bottom of the dialogue box. click OK to commit changes.

open it up in photoshop and save it as a jpg.

Will i have to just redo the image, because if i do that...wont it not work as a gif... like my avatar now...My name..... it has some of that in it, is that my best bet? lol

If you resize the image, you will lose the animation. But you can save it as whatever image format you like.

when i resize down to your limits, i lose all detail and sharpness.
i can't get my photos down to the tiny size and have anything left to show.
i want more size permitted for the avatar area.
a lot more.
I'd like to put my photos in there.
all that demographic data that is in there can go into the profile.
i want to use that space.

Send me the image you wish to use as an avatar, and I will tweak it for you. I will enlarge the Avatar soon to allow up to 95 pix when I get a chance, but it's critcial that they remain small in dimensions and size.
Enlarging the Avatar will vastly alter the look of the posting and news templates, which I don't want to alter. Avatgars are simple to used as an 'icon' for a user. If you want something "much larger", then a sig is the best application of that.
Send me the image/s you wish for a sig, and I will create one for you. Images and photos that are not appropriate for profile pic, avatar or sig, can be placed in the members gallery.

i want/need to learn how to do this stuff myself.
many of the avatars look quite good at that small size.
i want to know how they are prepared.
what do they know that i don't?
that's what I'm getting at.
i want to know how to do it.
i got photoshop, why can't i do it?

Make sure you select Sharpen, Unsharp mask. I usually use the following settings for avatars: Amount 50%, Radius .5 pixels, Threshold 0 levels. You can play with it to achieve different results. I am not sure what it does technically, but the appearance is a smoother sharpening, not too crisp.
