I've been following this issue for almost a year. In fact CNN did an in depth story on the crime there. It's so disheartening. It is not getting out of control. It is and has been out of control for some time now. I know there are many grass roots efforts to attempt at curbing community violence around the country. However, I'm not sure of any individual state sponsored think tanks. I do know that there are think tanks around the country that pontificate about solutions with no real plan of implementation or pathway to success.

I'll look into it further to see what I can come up with. Did you have anything specifically in mind?
